SEI originally assisted the Amador Child Care Planning Council to develop a 5-year strategic plan for meeting identified child care needs between October 2001 and September 2006. Following that, SEI worked with the council to develop an Implementation Plan which served as a management and accountability tool for the first year of the strategic plan. At the end of the first year of implementing the strategic plan, the council asked SEI to write a progress report for the first year's implementation plan and facilitate the development of the implementation plan for the second year.

SEI led a comprehensive process to plan countywide expansion of quality preschool slots. The project included research on the supply of and demand for preschool, forecasting the cost of expanding preschool availability to fully meet the demand, conducting community forums and focus groups to gather community input on needs and gaps related to preschool services, facilitating planning sessions, and preparing a report with all findings and recommendations.

SEI initially worked with the council to develop a 5-year strategic plan for meeting identified child care needs in Calaveras County, including data collection and analysis activities. Next, SEI was contracted to develop a 1-year Implementation Plan to operationalize the strategic plan to serve as a management and accountability tool. Following that, SEI conducted stakeholder data collection and analysis activities outlined in the first year Implementation Plan and developed databases and research tools for ongoing staff use. In 2002, SEI developed two executive summaries describing the outcomes of the above activities. One was a compilation of graphs and charts measuring the results of the family and provider surveys, and the other was a study of compensation levels of child care providers in the county.

SEI contracted to develop a 10 year county wide Strategic Plan designed to support the healthy development and well being of children and youth ages 0-18. Both youth and adult volunteers were recruited and trained to serve as Community Advocates to support the process at a grassroots level. The process included a comprehensive assessment of community strengths, resources, and needs. The Strategic Plan resulted in a vision of the community created by the community, specific goals to be achieved, strategies to achieve those goals, a plan for evaluating progress and success, a resource plan to determine how to finance the strategies and sustain progress over time, and an implementation plan showing who would do what by when through the first year.

SEI performed comprehensive internal and external assessments, including focus groups, interviews, surveys, and independent research. Results were then analyzed, recommendations were developed, and SEI assisted the organization in developing a comprehensive operational plan to position it for future success.

The California Child Care Resource & Referral Network contracted with SEI to design and present a series of workshops for Child Care Resource and Referral networks related to leadership and work force retention. Best practices for staff orientation, training, development and retention were presented.

This association hired SEI to design and implement a statewide evaluation of the Denti-Cal program. This was accomplished by conducting a series of Town Hall Meetings across California to identify strengths, areas to improve and recommendations for improving the Denti-Cal program. Results were then documented into an action plan for California.

SEI has facilitated several meetings for CHI, including: a meeting of County Children and Families Commissioners from the San Francisco Bay area, focused on sharing programmatic and operational strategies; a two day Dental Summit involving four counties to design unique solutions to oral health needs in the quad county area; and group sessions at a statewide conference of early childhood education experts. Additionally, CHI contracted with SEI to prepare and conduct a workshop on Leadership and Organizational Effectiveness for a statewide conference.

SEI developed a business plan for this developing nonprofit substance abuse treatment program based upon leading edge research regarding effective practices for specific populations. The plan included market research, goals and objectives, organizational design, financial forecast and mission and core values of the agency. Implementation of the plan was also included in the project.

Products Used:
Conducted research and data analysis to update the countywide assessment of child care needs within Nevada County, California. The project included a survey of employees of the County of Nevada regarding their child care needs and current care arrangements.

The City of Reno contracted with SEI on behalf of a consortium that included the City of Sparks, Washoe County, and homeless service providers in the area in order to facilitate a community process to plan the implementation of a Homeless Management Information System (HMIS) to link homeless services together. Once the plan was developed, SEI was selected for a separate project to guide the process of evaluating HMIS systems/vendors and assisting the consortium in choosing a system to implement.

In January 2001, SEI began serving as contract staff for the City of Reno, City of Sparks and Washoe County Continuum of Care (CoC) Strategy for the Homeless community wide planning process. This work included documenting results into a successful CoC application to HUD; devising the initial data collection process to conduct a point in time count of the homeless; facilitating the ranking and rating of community priorities and developing an action plan to address said priorities.

The Food Bank of Northern Nevada contracted with SEI to provide support, tools, and coaching for the board of directors and staff to assist both groups in understanding their new/expanded roles, and be ready and able to fulfill those roles as the organization transitions operations to the new Regional Food Distribution Center site. SEI facilitated processes to assist the board in setting goals, evaluating performance, having measurable objectives, and evolving into a fund raising board. SEI also worked with staff to understand their expanded roles and responsibilities, create an operations manual, and establish a cross-training, leadership and skills development approach.

The Food Bank contracted with SEI to develop a Strategic Business Plan for the Food Bank’s new Regional Food Distribution Center. SEI worked with Board, staff and other key stakeholders to define the new facility and organization’s function in terms of the facility’s design, how operations will occur, how marketing and partnerships will be developed and maintained, what the management and organizational structure will be at the new facility, the long term goals of the Food Bank given its expanded service capacity and a financial analysis and implementation plan to transition to the new facility.

In a second phase of the project, SEI facilitated a process to set priorities for programs and focus areas to be funded through several sources of state and federal funding.

In partnership with the Center for Health Improvement, SEI conducted a statewide assessment of health needs and gaps in services for twelve major public health issues, and prepared a report with the assessment results that was used to set priorities for future grant-making.

SEI worked with First 5 Glenn County to assess the needs and assets of children age 0-5 and their families in Glenn County, resulting in an updated community profile. This work involved developing outreach tools for community forums and conducting and analyzing a provider survey, as well as gathering data from a multitude of local and state sources. Next, SEI facilitated development of First 5 Glenn County's 2006-2011 Strategic Plan, accompanied by a one-year implementation plan.

SEI first worked with the Glenn County Children and Families Commission to design its structure and develop its first Strategic Plan. Following that, SEI provided staff support services to begin implementing the Strategic Plan activities for fund allocation. SEI also provided training and support for transitioning staff leadership, including facilitating commission meetings and working with support staff to carry out planned activities.

SEI worked with a 30-member planning team to develop a 3-year strategic plan for the Department of Child and Family services, including an assessment of the current Head Start workplan, and staff surveys.

The CICC contracted with SEI to assess current structure and activities of the Glenn County Children's Interagency Coordinating Council for compliance with State regulations. SEI also worked with the CICC to develop a 3-year Strategic Plan, and further develop a Universal Release of Information form for members of the CICC.
